Most likely telemarketer/spammer/scammer. Did not leave a message, which is their hallmark characteristic.
Getting multiple calls in Atlanta, GA from this Youngstown, Ohio number. A man asks for help in uncovering corruption in his local police department. Offers "evidence." He sounds a bit under the influence.
Left no message. Called and hung up.

they called me yesterday on an old debt but 6x the amount, i told them id be calling my original creditor and he got really mad started yelling off my SSN and said he had a signed contract in front of him. I did call the original creditor and they told me if the guy calls back to call them and they will handle it.

Left a message on my cell phone saying He was an officer from IRS and they had a lawsuit against us. It was an automated type message. Tried to call number back could not get through. Had to be a scam!
Called, left no message. Probable spam.
Solicitor trying to get me to buy things. Very pushy. Had to be more than firm to get them to stop.
